Clubs - Persha Liga 98/99

After the first round, the Shakhtar (Makeevka) team was fined and 6 points were deducted for arrears in membership fees to the PFL, then the team was removed from the competition, and was given technical defeats in the remaining matches. According to the competition regulations, the second team of the club cannot play in the same league with the first, so the Dynamo-2 (Kyiv) team remains in the First League. Torpedo Zaporizhya was declared bankrupt and instead, FC Cherkasy played in the playoffs for a place in the Premier Liga.
